LPG e-KYC from 1 October: what really changes, and the fake 'gas connection blocked' calls

From 1 October 2026, subsidised LPG refills need biometric Aadhaar authentication; nine in ten consumers have done it. Police, oil companies and ICICI Bank have warned of fake gas KYC calls, links and apps. The free official routes, and what to do if tricked.
01 / The short answer
If a caller or a message says your gas connection is blocked and you must finish e-KYC now, through a link, an app or an OTP, treat it as a scam. The real rule, in force from 1 October 2026, ties the subsidy on refills to biometric Aadhaar authentication. You complete it yourself, free, in your oil company's official app, at your distributor or when your cylinder is delivered.
Gas e-KYC is free, and no caller needs your OTP or PIN to do it.

02 / What changes from 1 October, and what does not
Confirmed by the Ministry of Petroleum and Natural Gas (MoPNG) in a release of 19 September 2026:
- What changes. From 1 October 2026, you need to have completed biometric Aadhaar authentication (BAA, also called e-KYC) to book a refill at the regulated price with the applicable subsidy. The Ministry puts the implicit subsidy at around ₹210 per 14.2 kg cylinder in September 2026.
- Already done it? Nothing changes. By 19 September, 27.43 crore active consumers (89.9%) had done it, and they 'need not do anything further'.
- Not done it yet? It is not too late. Subsidised booking 'will be enabled once authentication is completed'.
- Without it, you can still get LPG. If you are unwilling or unable to authenticate, register that choice on your oil company's official channels. You will then get LPG at the market price, without subsidy, in 5 kg or 10 kg cylinders, subject to local availability. The Ministry also says that linking each connection to an authenticated consumer removes duplicate and ineligible connections.
ETV Bharat reported on 30 September, a day before the cut-off, that subsidised refills would be available only to authenticated consumers from 1 October; some consumers it spoke to were still asking for a one-month extension.
Ujjwala (PMUY) customers are a special case: in March the Ministry said they authenticate once each financial year, for the targeted subsidy on their 8th and 9th refills, All India Radio reported. The Tribune reported the same rule in September.
03 / The official ways to do it, free
The Ministry lists three routes:
- At your door: the delivery person can complete it on the spot with the oil company's app when your refill arrives.
- At your distributor: visit your LPG distributor's showroom.
- Yourself, at home: in IndianOil ONE for Indane, HelloBPCL for Bharatgas or HP PAY for HP Gas. The face scan uses UIDAI's Aadhaar FaceRD app. The e-KYC page of the PMUY portal links to both apps in the official app stores, with help videos in English and Hindi.
In March the Ministry said e-KYC can be done 'free of cost', All India Radio reported, and The Tribune reported in September that the procedure is free of charge. 04 / What the oil companies say about OTPs and delivery codes
The Hans India reported on 11 May 2026 that the three state-owned oil companies had posted warnings on social media about fraudsters posing as gas delivery services. As reported:
- HPCL (HP Gas): 'HP Gas representatives will never ask for OTPs over phone calls, WhatsApp messages, or suspicious links.' Its genuine delivery OTP has four digits, comes from the sender name VM-HPGASc-S and is used only when the cylinder is delivered.
- IndianOil (Indane): share your 6-digit delivery authentication code (DAC) only with the Indane delivery person, after they reach your door.
- BPCL (Bharatgas): share the OTP 'only at the time of delivery'.
- All three: book cylinders and update your details only in IndianOil ONE, HP PAY or HelloBPCL, or on verified websites, and be wary of messages from personal WhatsApp numbers.
Hyderabad City Police said in March 2026 that LPG distributors and government agencies do not send APK files (Android apps sent outside the official app store) for KYC updates, Telangana Today reported.
05 / How the fake messages look
Real reminders exist too: the Ministry says oil companies have sent more than 12 crore SMS and WhatsApp messages about authentication since October 2023. So judge a message by what it asks you to do. Warnings from ICICI Bank (July 2026), the oil companies and Hyderabad police describe these signs:
- Panic about your connection: it is 'blocked' or 'stopped', or will be disconnected, unless you update KYC now. Subsidised booking does pause without e-KYC, but the fix is free and goes through the official routes, never through the sender.
- A link 'for subsidy verification', KYC or booking, with a logo that looks right, ICICI Bank says.
- An app to install. Hyderabad police and cybercrime officials said such an app asks for personal and banking details, and can read SMS, capture OTPs and monitor bank alerts.
- A caller posing as a gas agency executive who wants a KYC update or Aadhaar linking 'to avoid disconnection', then asks for an OTP 'to verify'.
- Payment details: your card number, UPI PIN or a UPI request to approve. Official e-KYC is free, so there is nothing to pay.
- A fake delivery notification that tricks you into sharing the delivery OTP or DAC.

06 / Shared an OTP or PIN, or installed an app?
- Money has gone: call 1930 now, then your bank on its official number, then complete the complaint on cybercrime.gov.in. Our lost-money checklist and UPI fraud guide cover the first hour.
- Shared an OTP, PIN or card details, but no money has gone: call your bank on the number in its official app or website, or on your card, and block your card, UPI and net banking. Change your UPI PIN and passwords. If money leaves later, call 1930 at once.
- Installed an app: switch on flight mode, uninstall it and call your bank to block cards, UPI and net banking. Change PINs and passwords from a different, trusted device. How APK malware works.
